The City of East Point operates under a city council form of government. The City Manager is responsible for the day-to-day operations and is approved by an eight-member city council, which is led by the mayor who serves a four-year term with veto power.
East Point is divided into four wards (A, B, C & D), and each ward is represented by two members of City Council elected by their constituency to serve a four-year term. The elected officials’ policy leadership is combined with the administrative abilities of the city manager to operate the city.
City Council meets in regular session twice a month on the first and third Monday (6:30 PM) at City Hall in the Council Chambers located at 2757 East Point Street, East Point, Georgia 30344. In addition, East Point City Council Work Sessions are held on the second Monday of each month at the same location. City Council meetings are televised on EPTV.

Sharon Shropshire
Councilmember Sharon Shropshire is a native of Atlanta, Georgia. She has called East Point home since 1985. CM Shropshire completed her education in the Atlanta Public School System, and has had the pleasure of working in various capacities during the span of her career. Currently, she is employed with the Federal Government.
Prior to her election in November 2013, CM Shropshire spent a decade fighting to improve the lives of all residents in East Point. Her diligence in public service and serving on several boards in the City of East Point led to her establishing a strong track record as a spokesperson, as well as, becoming a well-recognized advocate for residents. Having built a long record of success in advocacy coupled with her dedication to community, CM Shropshire is recognized as one who intently listens to the people of East Point and brings words to action. This has allowed her to develop an inherent knowledge and understanding of how East Point must constantly strive to continue to lead the nation as the best place to live and work in America.

Councilmember Eric Friedly has called East Point home for nearly two decades. Prior to serving on City Council, he was active in his neighborhood association and served as its President for several years; was appointed to the City’s Planning & Zoning Commission; and has been an active and engaged citizen throughout his time in East Point.
While he worked with the Fulton County Department of Family & Children’s Services for a time as a caseworker, Eric has spent most of his career working in the areas of public affairs and communication. Formerly press secretary for the Fulton County District Attorney, Director of Public Relations for the Woodruff Arts Center, and Public Relations Manager for The Atlanta Opera, Eric is currently employed with the U.S. Centers for Disease Control and Prevention. His work has taken him around the world, including a number of years living in Uganda and Nigeria.
CM Friedly holds a Bachelor of Arts degree in English Literature & Composition from Hampden-Sydney College in Virginia and attended the Radcliffe Publishing course at Harvard University.

Councilmember Carrie Ziegler is a proud resident of East Point, where her love for community service has grown. She is a capable, hard-working individual who isn’t afraid to dig into the details of complex issues the City of East Point is facing. Carrie understands East Point’s challenges and has been willing to engage with residents and elected officials to explore and propose solutions that will lead to a better quality of life for everyone.
As a resident, she has co-founded the East Point Environmental Collective, served on the city’s comprehensive plan steering committee, volunteered on her neighborhood association board, and been a community organizer and advocate.

Financial stability, a passion to serve, and community empowerment are only a few of the qualities that Starr inherited from her family. Starr believes she has always had the best of two worlds growing up. Her father was raised in Northwest Atlanta. From him she learned her work ethic and drive – always work hard while helping as many as you can along the way. Her mother was raised in the small town of Washington, Georgia. Starr’s mother instilled in her the values of patience, humility, and compassion. The beliefs and values from her parents stoked her sense of service to her community.
As a newly appointed Battalion Chief for the Atlanta Fire Rescue Department, she works hard to live out and demonstrate those traits each time she puts on her uniform. Throughout her 22-year career with AFRD, she has served in various divisions of labor including Arson Investigations, Background and Recruitment, Field and Airport Operations, and Resource/Communication Management. Serving in these divisions of labor affords her the ability to stay on the pulse of the community.

Councilmember Tremayne Mitchell is a lifelong resident of East Point where he attended Oak Knoll Elementary School. He is a graduate of Riverwood High School. He holds a Bachelor of Science degree in Biology and Chemistry and a Master’s degree in Public Health. He currently works as an Epidemiologist for the Centers for Disease Control and Prevention (CDC).
Coming from a legacy of family members who have served in public office, Councilmember Mitchell is a fourth generation Mitchell serving in public office. Therefore, he learned the importance of serving his community at a very young age as he volunteered for Family Life Ministries and served as a member of the East Point Youth Council. Councilmember Mitchell has worked as a member of the East Point Police Auxiliary Board, and he was appointed to the East Point Building Authority. He also volunteers for Shirley’s Haven annual new coat give away, and has been the principal contributor to the annual Jingle Jams toy give away.
As a lifelong resident of East Point, Councilmember Mitchell’s passion for serving our community runs deep. He has witnessed our city evolve over the years, but he believes that we still have many rivers to cross. He ran to become Councilmember for Ward C, because East Point needs a fresh perspective and attainable vision for accomplishing citywide economic growth; maximizing re-development opportunities downtown; and becoming a city that welcomes the work, live, and play model.
Councilmember Mitchell believes that we must be willing to diversify our tax base (without causing harm) in a way that will attract the types of businesses that our residents desire to see in East Point. He is committed to being a diplomatic servant-leader by working with residents, business stakeholders, and city council to make certain an achievable vision is identified for East Point. In Councilmember Mitchell’s opinion, the growth of our city should not compromise the quality of life for anyone. He believes our growth must be representative of an East Point for everyone. These goals work in tandem towards becoming a city that fosters growth by improving efficiencies in our government services such as the permitting and licensing processes.
Councilmember Mitchell’s passions and top priorities will focus on improving the quality of life for our residents with an emphasis on our youth and senior citizens (particularly those who live on fixed incomes). He will fight to lower the utility rates and modify the senior property tax exemption.
Councilmember Mitchell believes that the aforementioned initiatives can be accomplished by promoting smart economic development and business growth; promoting a culture of being a business-friendly city; seeking businesses that match the needs of our community; promoting the revitalization of Downtown East Point; and improving efficiencies in our permitting and business licensing processes.

Honor, integrity, ambition, balance, and uplift are the principles that guide lifelong East Point native Joshua B. Butler, IV, each day in his professional and philanthropic endeavors. This Morehouse College graduate turned down a scholarship to the number one engineering school in the world, M.I.T, so that he could learn the altruistic lessons of Benjamin Mays and Martin L. King, Jr.
Combining his keen analytical abilities, intrinsic leadership skills, trailblazing spirit, and compassionate nature, Councilman Butler has emerged as a renaissance entrepreneur whose professional career started as Bank of America’s number one SBA Business Banker for the State of Georgia. Councilman Butler has bought and sold companies in several industries including the transportation and logistics, and the entertainment industries.

Dr. LaTonya Martin Rogers is originally from Delray Beach, Florida. She moved to Atlanta to pursue a Bachelor of Science Degree in Elementary Education at Morris Brown College. LaTonya has a master’s degree in public administration and completed a Doctor of Philosophy Degree in Educational Leadership. Upon completing her undergraduate studies, she began working as a classroom teacher earning a reputation as a skilled and resourceful professional. LaTonya continues to serve the educational needs of the students in the district where she works and in her own community and has done so for the past 25 years.
LaTonya’s strength is her ability to develop ideas that contribute to efficiency while managing teams and individual and group projects. She believes in contributing to the growth, development, and relationships she has developed as an educator and community servant. As a former elected official, she found these skills to be important to accomplishing her goals of providing support to the citizens of Ward D in the City of East Point. LaTonya wants her community to reflect the citizens that reside in it. She is firmly committed to being an advocate to speak as a voice for the citizens in her community. She has consciously decided to work for her community and is committed to excellence.
As a former elected official, LaTonya was able to work with the citizens of East Point to discuss challenges within the city and the Ward she represented, actively engaged in council meetings, voted on matters put before the council, directed the enforcement of city ordinances, appointed administrative personnel, conducted city business, managed the city’s financial operations, and intergovernmental affairs. She also developed the first internship program in collaboration with Atlanta Metropolitan State College. The program provided students with “real world, hands on” work experience combined with college credits within the college’s Business and Social Science departments. As a proponent of recreational activity, LaTonya played a significant role in working with the Georgia Soccer Park Foundation to develop the first “public private partnership” in East Point collaborating with the parks and recreation department. She has also worked on many council-initiated committees. LaTonya is very active in her community serving on the East Point Cultural Enrichment Commission, the East Point Preservation Alliance, the East Point Historical Society, East Point Census Committee, the Tri-Cities High School Alumni Association, South Fulton Parents for Education, Juneteenth Volunteer Coordinator, Delta Research Education Foundation (DREF) and served on additional advisory committees to South Fulton’s Elected Officials.
LaTonya resides with her husband Robert P. Rogers Jr. in Ward D. They both attend Friendship Community Church where they volunteer their time on various events that the church hosts. She is a proud member of Delta Sigma Theta Sorority, Incorporated, and former Secretary of the Morris Brown College National Alumni Association, CJS Chorale Choir (Friendship Community Church), and a National Council of Negro Women (chartering member). She and Robert joined a group of inaugural owners of Market 166, a co-op that is building a people-first grocery store that will provide fresh produce and nourishing food in the City of East Point. She enjoys spending time with her family, caring for her nieces and nephews, traveling, reading, antique/thrift store shopping, and listening to music in her spare time.
Dr. LaTonya Martin Rogers believes; the essence of great leadership is advocating, not authority. It’s surrounding yourself with people who you can learn from and she hopes to leverage the constituents in ways that have not been used before.
